Because he has froofy hair (when it's not slicked back) and he has PIERCING BLUE EYES IN THE DARKNESS. But he even made her cry! I'd never make her cry!

I'm also starting to have a thing for Elizabeth Weir, but I'll never win there either because Sheppard's hair is prettier than mine.
