Peter saw the strike coming and decided he didn't quite have time to move completely out of the way. He moved into the shot slightly to deflect part of the blow and make sure it landed on his greaves (which he was only wearing in his mind), and, taking advantage of Bel's lowered weapon, aimed a strike directly at Bel's chest.
